If managers don't set line ups and continually put hurt players in thier lineup rather than place them on IR are they really active? Rules state the managers must keep a full competative roster. So if managers have lots of excess cap and don't sign gap filler players to fill spots are they really being active? I have seen 3 teams this year be far from competitive by putting hurt players in their line up and not using their free cap so it's time we crack down on this. If they don't want to be competative then find replacements.
