With the 2019 prospect draft set to start this Sunday February 10th at 12:00 PM EST, I thought I should send a remind about some the new draft changes that will be in effect this year that are different than last season.
#1: International free agents aged 25 and over will no longer be eligible to be drafted in the prospect draft. International free agents are defined as players who have never been drafted and/or signed by an MLB team. The date for the age cutoff (25) will be the date of selection for the prospect draft. For the purposes of our draft, this rule most notably affects Yusei Kikuchi, who will not be eligible for our prospect draft on account of him being over 25.
#2 Draft pick costs to call up prospects this year has been changed. While this does not directly impact the draft, it is a change worth noting here since it does have an impact on prospects and can theoretically affect people's draft strategy. 1st round picks will be $3, 2nd and 3rd round picks will be $2, and 4th and 5th round picks will be $1.
#3 Rookie thresholds have been changed, but this DOES NOT affect the prospect draft. The new thresholds will be: 500 plate appearances for non-pitchers, and 150 innings for starting pitchers and 50 innings for relief pitchers. These thresholds will only apply to owned prospects and is primarily used to determine forced call ups. Pitchers who are SP/RP eligible will be under the SP threshold of 150 innings. Player's positional designation for the purposes of forced callups will be based on the most recent designation by yahoo. Player's eligibility for forced callups will be based on the positional eligibility the ended the previous season (i.e if player X ends the 2018 season as a SP/RP but becomes only RP eligible when we renew the league, he will qualify as SP/RP for the purposes of forced callups for that signing period). This is important four our purposes since managers can theoretically hold on to their prospects longer this offseason should they choose and thus it may not necessarily be in their best interest to call up a prospect for the purposes of clearing a spot to draft. As for the draft, the thresholds will remain the same, 130 ABs for hitters and 50 IP for pitchers. Players must have surpassed these thresholds to be ineligible to be drafted.
