Here are the results of the 2019 Contract Baseball Survey:
#2: Allow teams to designate one prospect each year that they can send back to their prospect pool after being called up. Once this prospect is sent back down, he cannot be called up for the remainder of the season.

#3: Expand roster positions to include additional starting IF and OF spot
8 Yes - 8 No
This will not pass.
I will continue exploring rules in the future about roster sizes but clearly the league is split about this proposal and there are no current issues with the starting roster sizes that would require implementation.
#4: All players signed as free agents during the MLB season be limited to 1 year contracts
7 Yes - 9 No
This will not pass.
While I like this rule and think it would make the league and FA more interesting, I do not feel it is wise to implement a proposal that received more than half of "No" votes.
#5: After the Trading deadline, owners may not buyout the contract of any player with a salary of $25 or higher
10 Yes - 6 No

#6: Change the order of the prospect draft to align with regular season standings rather than final standings after the playoffs (i.e if a manager finishes in 5th in the regular season but wins the championship, that manager would draft 12th instead of 16th)
9 Yes - 7 No
This will not pass.
I will continue to explore proposals, and perhaps revisit this one again next year, aimed at curbing any incentive managers have at tanking once in the playoffs after being eliminated, while also perhaps finding an incentive for managers to compete in the consolation bracket. New ideas will be welcome in this area.
#7: Any bid after 12 hours on an FA auction of $20 or more must be a minimum of 0.50. (Current system minimum bids allows bids of 0.25 at all times)

#8: Change the playoffs from 8 teams to 6 teams with each division winner receiving a first round bye
8 Yes - 8 No
This will not currently pass.
This will be discussed by the board. Currently our contract leagues are not all aligned in terms of how many teams should make the playoffs. The results of this survey will help inform whether the board should adopt a uniform standard of 6 or 8 playoff teams, or if any consistent standard at all.
#9: Allow players to be placed on the 60 day DL during the season, even if Yahoo has not labeled them as such, as long as manager supplies evidence from MLB.com or individual team website that the player is out for at least 60 days, 2 months, or 10 weeks. (players said to be out for 8-10 weeks or 1-2 months would not be permitted to be placed on 60 day DL)

This rule will be adopted.
As the proposal stated, only evidence from MLB.com or official team websites will be accepted. Any documentation must state that the injured player is out for at least 60 days, 2 months, or 10 weeks. (players said to be out for 8-10 weeks or 1-2 months would not be permitted). Players said to be "out for the year" will only be permitted to be put on IR if said designation is provided prior to August 1st. The reason for this being that many players are often said to be "out for the year" in September when only a few weeks remain, and thus this does not follow the spirit of the rule which is to give roster space for players out long term.
It is important to note that this new rule is in addition to the current one. If any player is placed on 60 day DL on yahoo, managers are not required to supply proof.
#10: Players on a 1 year contract bought out after the the trade deadline cost the whole contact of the player (if player X is on a 1 year contract of $3, his buyout would be $3 rather than $1.5)

#11: Contract buyout costs for players on 2 year deals is calculated based on (equal to) the 2nd year on the contract, rather than year 1. (This rule would mean that a player on a $5, 2 year contract will cost $5.50 to buy out rather than $5.00 in current system)
8 Yes - 8 No
This will not pass.
I do not like managers being able to buy out players on two year deals without any real penalty. This aimed to address that but with split support, I will continue to pursue other potential proposal ideas.
As for the four proposals that received 10 Yes votes, they will not currently pass but the board will review them and reserve the right implement them at a later date. Since none of these rules are specifically for baseball and can theoretically apply to any sport, the board will continue to gather feedback from the other contract leagues about these proposals and will make a decision once we have more feedback and have time to consult with other managers from the leagues and gather as a board. Ideally we would like to make our rules across contract leagues as uniform as possible so gathering feedback from all the leagues before implementing in baseball is important for us to accomplish our mission. For not these will not be implemented but there is a chance one or more may come into effect for next season. Should that be the case, ample notice will be given.
