I would like to see the NA rule amended to state that the 4th NA slot be used for any player that has been called up to the big leagues and sent back down and not be restricted to a player that starts the season on the 25 man roster. If a top prospect is called up 2 weeks into the MLB season and i move them out of the NA slot and stash another prospect in that slot and a month later the call up is sent back down then i should not have to put that player back into an NA slot. There should not be a difference in a player that has been called up and a player that starts on the MLB roster and gets sent down 2 weeks into the season. You still only have that 4th slot for a prospect that has been called up/started the season on the roster and sent back down and can not use it for a prospect that has never been called up.

I understand your point, and agree with it. And it appears to me that we are going to have more guys (even truly top prospects) brought up, then sent down, then brought up, then sent down like Yo-Yos as teams try to work around service time rules. I am still trying to decide how I feel about the restriction of NA players in non NA slots. I do understand why we require the 3 NA slots have only Minor League players in them, but am not sure I follow the reasoning keeping owners from having more than the 3 if they want to use "regular" slots for them. It obviously makes them less competitive today, but I would expect mostly rebuilding teams to take up roster space with additional NA players. And in my opinion, helping the bottom teams to be in a position to compete down the road is a good thing. I suppose the down side would be teams truly "Tanking", having 8, 9, 10 NA players and keeping them into the following season for several seasons. And if the tank was unsuccessful, it would be very hard to find a new owner. Anyway, agree with your adjustment to the rule.

I agree with adjustment to the rule as well. My question is the player in a NA slot all year long and the teams call the player up for August with expanded rosters. I don’t know what can be done or even if I am explaining my thoughts correctly.

Another point i would like to add to this is veteran players that are deemed NA at the beginning of the season should be able to occupy the 4th NA slot. For example Craig Kinmrell and Dallas Keuchel are both NA and we know they will be signed so they should not be subject to the started on roster and sent down rule. I will draft how i would like to see the rule read and present it to the board for approval and hopefully next year we can begin this simplified process.
