Rule Change 1: To allow for in season votes on rule changes and loopholes on a case by case basis as determined by the commissioner and FSC admin.
Passed 13-3
Rule Change #2: Expanding Minor League Rosters from 20 to 25 beginning in the 2016 offseason.
Defeated 7-9
Rule Change #3: Any trade involving players on any length of contract that are then bought out without playing a game on the new teams roster to circumvent the buyout rules will be subject to a penalty on a case by case basis by the commissioner, which could include not being able to bid on both players bought out in free agency, loss of draft picks or a veto of the original trade.

Rule Change #4: To avoid teams tanking for better draft position, a draft lottery would be implemented which would be weighted based on final standings, but would allow all non playoff teams the opportunity to win one of the top 3 picks with the remaining 5 picks determined by final standings. Percentages would be determined by the league if the rule passed.

Rule Change #5: Draft Picks won for winning divisions or placement finishes cannot be traded

Rule Change #6: All teams must have a minimum of one player at each roster position (excluding bench spots) on their MLB roster (including active and DL spots, waivers don't count)

Rule Change #7: Mangers who fail to set their lineup for 5 consecutive days, without notifying their absence to the commissioner or FSC board, will be subject to the following penalties: 1st offence: Warning, 2nd offence: lost of 2nd round pick, 3rd offence: removal from league. If manager is removed from league the pick will be reinstated to the new GM.

Rule Change #8: Free Agent Auction times would be 24 hours all year round instead of 36 in the off season.

Rule Change #9: Reduce the amount of Waiver Spots from 6 to 4.
