Hogan was drafted by Chiefs in the 2016 draft in Round 5. Landsharks has him on his minors roster and he seems to have been drafted by Landsharks prior to 2016 as he is not in the 2016 draft archive. The Chiefs waived Hogan this year and the Browns picked him up.
Long story short player is owned by someone on their minors roster
