Due to an error with the sheets and not Green & Gold, the sheet did not display the accurate cap amount for his team. He is therefore unable to claim Harvey and Harvey is to be returned to Lake Michigan Whale's Waivers. This is absolutely not Green & Gold's fault and therefore he will not be penalized for briefly exceeding the cap.
