When a manager signs a player to a long term contract they are taking a chance that player will continue to put up the stats. As it is now if a player doesn't we just buy them out and move on, way too easy for a manager to get out of his mistakes. I propose we are unable to buy out a player signed to a 4 year contract or even a 3 year deal. This would increase trades as competing teams would need to moves these contracts to remain competitive. Also may make players FA faster as managers may consider the ramifications if a player is signed to these long term deals.

I understand your thinking, and you are correct that it might bring more solid players into Free Agency more frequently, which would be good.
On the other hand, as the guy who processes these buyouts, they are few and far between. There have been two buyouts of 3 year deals this off-season, and no buyouts of 4 year deals. And I do not remember any from during last season, as it puts a real hole in your Cap. And most of the GMs competing for the crown have little to no Cap space by the end of the year to be able to buy out a long term deal. Finally, it also allows a GM who signed someone who has a career ending injury, or like Carter Hart, to get out from under and free up a roster spot.
Overall I think it is better to have it the way it is, but am definitely open to hearing others weigh in to change my mind.

Maybe a happy medium would be to have the penalty for buying them out stiffer? I think back to when TC had murray on his long deal. It handcuffed him pretty good. Was too expensive to buy out and he had to figure out other cap moves. So would be pretty brutal to not be able to get out from that.

Maybe as an added penalty, there could be a cap hit charge for the following year as well as the current year?
It is very easy to trade for cap in this league, so I do think it should be something to look at, but I don't really know if it is a problem or not.
