At the moment we define active as
Active is defined as keeping your roster active on a daily basis, regularly checking and participating in discussions on the FSC forum site, and responding in a timely manner to emails concerning trades, rules changes and any other aspect of the network that requires your input. If you cannot manage this, do not join the league.
I would like to propose that this is extended to include requiring, when possible due to cap, to include managers using their resources to field teams that meet the weekly minimum requirements. For instance, teams with cap space should bid on pitching staff if they can't reach 30 innings consistently.
In other words, if you have cap, and do not have enough pitchers to make 30 innings consistently, you are deemed not active.
Interested in feedback from other managers.

I believe that we are required to keep enough active players to have someone in each roster spot (C, 1B, 2B, etc). This adjustment to the rule seems in keeping with that, that you have enough pitching to throw 30 IP each week. That way we keep the integrity of match ups so that the competition is on the level. I suggest leaving it to the Commissioner in cases where a GM falls short to judge whether it was a failure to have an adequate roster or simply circumstances (a rained out weekend series, a couple of 1-2 inning starts with pitchers getting shelled, or injuries). Not really sure how to force a GM to sign a pitcher, or what to do if they have no remaining cap, or no open roster spots. Any ideas?

A manager can fall short due to weekly circumstances. I'm sure I have, an injury into missed starts etc.
But if long term injuries come up, or a team doesnt have enough pitchers and has free spots on their sheet and the cap is there, an attempt to replace pitching should be required to be active.
More thinking, repeatedly not attempting to have a roster that gives the minimum requirement for the league.

We have one team in particular that has players on 60dl in the line up and $30 in excess cap but has done nothing to try to even fix these voids. I get having bad teams and being stuck with hurt player, 10 - 15 dy dl is killing me. But we are talking about players that could have been safely put in IL still in the line up. Teams tank totally get that, but this is an entirely differnt isse from that. How exactly is this active??

I agree with Blues idea, I do however find there are a few things causing hiccups. We try to stay active and focus on the draft and we cant do 1 year buyouts in the offseason which then makes you look at what you add. So I add a couple arms to get some innings then guys come off the 60 day DL plus guys on waivers due to horrendous play then you are stuck with all these players and are screwed for the draft. Not really sure of the right answer but going forward I'm going to try to stay away from the floor myself so I can do lots of buyouts the last day of the season so the draft isnt affected by forced callups. Anyways, I have traded for some cap to do a couple buyouts and hopefully wont get in anymore tight situations in any of these leagues anymore.

Maybe an minimum innings missed fine? Each week you miss the innings limit you loose $5 cap the next season no questions asked??? Pay the fine, the sheet gets adjusted right away and that might help limit some moves as gms will focus on innings pitched.
