4.2.3.1 An IR position can only be filled by a player placed on injured reserve by their team and recognized by Yahoo.

He is on the injured reserve and recognized by yahoo. He is listed as OUT as he is on short term injured list, having been replaced on the 23 man roster by call up Scott Laughton. Yahoo only uses LTIR in the IR designation now when teams use that to get cap relief. They use the new designation, OUT, which did not exist last year.

I stand by Crunch here. The team hasn't put Raffl on IR and therefore yahoo hasn't and therefore we can't either per the rules.
