I believe that the idea of Prospects is to have young players that we draft and hope will develop as they age into useful players in MLB. We also recognize that there are International players, mostly Cubans and players from Asia, who play in their own leagues and so we have this rule 6.4.1 "International free agents aged 25 and over are not eligible to be drafted in the prospect draft. International free agents are defined as players who have never been drafted and/or signed by an MLB team prior to their international careers. The date for the age cutoff (25) will be the date of selection for the prospect draft." So I see no reason that the same logic should not apply to players in the Minor Leagues. If they have reached their 25th birthday by the time of our Prospect Draft, they cannot be drafted as a prospect, but are eligible for the Free Agency, even if they have not yet reached the thresholds.
