One way that we can try to balance out goalie values in the league could be to change the forced call up threshold to 41 games for a goalie. 82 games is so much for a goalie. A backup might play 25 games, so basically you can have a backup for 4 years playing games but sitting in your minors. The best example of this was Jusse Saros who I believe just became a forced call up recently after being Rinne’s backup for a long time.
Having this threshold lowered would make more goalies available and playing games for FSC teams rather than half of the NHL’s backups sitting in minors for years.

This would be similar to the rule in Baseball, where the innings pitched threshold for Starting Pitchers (150) is higher than the one for Relief Pitchers (50).
