I think we need to establish a time period for when an owner awards a contract, to when that player must appear on the owner’s active roster. We presently have a rule in place for when an auction is successful to when a contract must be assigned:
7.2.4.3 When the auction is over, the auction winner must declare the player’s contract length. If no declaration is made within twenty-four (24) hours, the contract will be assigned a one (1) year term. A GM cannot add a player to their active roster until contract details have been assigned.
However, we do not have a rule clarifying the duration afforded for the newly signed player to be added to an active roster.
Essentially, if your present roster contains a full complement (24 players) and you really don’t want to release anyone just yet, ‘Free Agent Auctions’ could serve as a supplementary roster.
My proposal is as follows:
Once a contract has been assigned an owner has seventy-two (72) hours to place the player on their active roster. If seventy-two (72) hours elapse and no action taken, that owner’s contract is declared null and void. The GM with the second highest bid now has the option to assign a contract. If that owner declines, the player is deemed a free agent and both GM’s are excluded from the bidding process.

This would also help to avoid those Free Agents being brought up for auction by other owners (as I did recently) since they are atill sitting on Yahoo's free agent file.

We shouldn’t need a rule. If teams can’t handle this aspect than they shouldn’t be in the league.

Timely sheet processing would solve most of this but i understand that doing it daily is not always an option.
